區塊鏈技術是一種以信任共識為基礎來取代中介機構之商務交易運作方式，隨著區塊鏈技術的日益普及，此技術正逐步改變政府、商業組織與民眾之間的關係。本文藉由區塊鏈技術之去中心化特性，探討區塊鏈技術應用於政府行政創新之挑戰。雖然區塊鏈技術之分散式帳本管理方式有助於降低民眾對人為介入之疑慮，然而，區塊鏈技術並非完全沒有缺點，因此在考量其應用時，應避免過度樂觀，審慎評估其所需成本與可能效益之間是否合宜。

Blockchain technology is a process which uses trust mechanism to replace intermediate organization in business transaction. In the prevalence of blockchain technology, it has changed the relationship among government, business and citizens gradually. Through the centralization of blockchain technology, this paper discusses the challenge of blockchain applications on administrative innovation in government. The distributed ledger technology could reduce the doubt of citizen. However, we should evaluate the appropriate cost and benefit rendered in the deployment of blockchain technology.
